Per the proposed CoPs, hospices will need to be in compliance with Quality Assessment and Performance Improvement (QAPI), which means that each provider needs to select indicators to measure the quality of their services. CAHSAH has partnered with Outcome Concept Systems (OCS), Inc. to provide an affordable way for hospice providers to improve their quality and be in compliance with the proposed Conditions of Participation (CoPs) that will be finalized in fall 2007.

Twenty measures were selected by CAHSAH and OCS to evaluate the quality performance of California hospices. These measures are aligned with national and state hospice data and quality standards, including NQF, NHPCO, and OSHPD. Hospices can provide data for the submitted for the 20 measures or can choose to select as many as they are able to provide. The 20 measures include five measures of quality outcomes, five measures of patient volume and mix, seven measures of quality practices, and three quality operations measures.
